On June 15, an inspection of samples of military equipment of the High Technology Network Cluster took place. The event was attended by the President of Ukraine Petro Poroshenko, representatives of the Ministry of Defense of Ukraine and law enforcement agencies.
The President thanked the developers, volunteers, everyone who cares about the fate of Ukraine: “I would like to do everything possible to simplify the path from the moment the idea appears, the first sample is produced, to the use of these technologies in the troops.” After communicating with the heads of development companies presenting their developments, the president noted that the lion’s share of comments from them concerned the elimination of bureaucratic barriers to the start of using these technologies.
Evgeny Utkin, president of the KM Core holding and head of the board of the High Technology Network Cluster, said: “The activities of our organization are concentrated in four areas: defense and security, energy and energy efficiency, agriculture, medicine.”
Technologies in which the cluster operates:
- information technology;
- telecommunications;
- microelectronics;
- nanotechnology and new materials.
“Of course, one of the urgent tasks of the cluster is to maintain the defense capability of the state today. That is why, within the framework of the cluster, a group of experts, developers and manufacturers created the Ukrainian Agency for Advanced Scientific and Technical Developments UA.RPA. We accumulate Ukrainian technological intelligence and support the development of domestic projects in the field of national security and defense that can meet modern wartime challenges and provide quick solutions. Modern war is a war of technology,” says Igor Kabanenko, president of the UA.RPA agency, Vice Admiral of Ukraine.
In addition to solving the firefighting needs of the Ukrainian army, the agency is implementing strategic innovative approaches with a systemic effect – new jobs, investments in the national economy, and the creation of regionally and globally competitive products. That is why we have focused our efforts on several technology mega-projects that have short, medium and long term implementation.
Briefly about the presented developments
1. UAViter operational-tactical unmanned aerial vehicle. Designed for tactical surveillance of a territory with a radius of 100 km, as well as for transmitting high-resolution video images of the area online, day and night, regardless of weather conditions. Flight control is carried out using an inertial system or in manual control mode from a ground station. The device also transmits target coordinates and can be used as a radio repeater. Flight duration – 10-15 hours. Flight altitude – from 0.5 to 4 km. Payload – 15-23 kg. UAVs are 2-5 times cheaper than their foreign counterparts.
2. Skyeton electric bicycleDesigned for movement both in populated areas and outside them in forest and rough terrain. Equipped with an eight-speed transmission. The design of the bike is made almost entirely of carbon. Maximum speed – 30 km/h. The power reserve is 20-25 km. The capacity of lithium-ion batteries is 9 Ah. Charges from a 220-V socket within 2.5 hours. 2-4 times cheaper than foreign analogues.
3. Radio-electronic air scanning device using SDR technology.Designed for reconnaissance in the HF/VHF bands. Three times cheaper than analogues.
4. Short-wave long-distance radio station of SDR technology (R&D “Verdelit-2”)Designed to provide radio communications at distances of up to 600 km based on the latest Software Defind Radio (SDR) radio technology. Twice cheaper than analogues.
5. Broadband portable VHF/microwave radio.Providing tactical radio communications in digital format.
6.Tactical reconnaissance and strike complex “Nettle”.Designed to increase the efficiency of hitting targets by automating artillery fire control processes by combining hardware and software, mapping support, automation of calculations, as well as transfer of commands and target designation through digital communication channels. TRUK “Nettle” is an integral solution that includes KUT-R, modernization of AZK-7, LPR-1, self-propelled guns and BM-21 and other products.
7. Automation of the artillery control point (CP) Provides for equipping the CP with equipment for automatic calculations, a system for exchanging target designations and commands with other control posts, reconnaissance assets and firing positions. Completion of testing is scheduled for the end of 2015.
8. KUT-R – control and reconnaissance kit. An individual kit for an artillery officer, which consists of hardware and software designed for mapping support, automation of calculations, transmission of commands and target designation via digital radio communication channels.
9. Modernization kit for the sound-metric reconnaissance station AZK-7. Provides equipment for the artillery sound-metric complex with modern software and hardware for digital transmission of data on reconnaissance targets to control points and means of destruction. Work to modernize one complex can be completed within two weeks.
10. Modernization kit for self-propelled artillery mount 2S1/2S3. Provides equipment for self-propelled artillery mount with software and hardware for automatic ballistic calculations, positioning and orientation in space, exchange of target designations and commands with the control point and spotter (sensors battlefield). Completion of tests is scheduled for August 2015.
11.Modernization kit for the Grad BM-21 multiple launch rocket system. Provides equipment for the multiple launch rocket system combat vehicle with software and hardware for automatic ballistic calculations, positioning and orientation in space, exchange of target designations and commands with a control point and spotter (battlefield sensors). Completion of testing is scheduled for early 2016.
12. Modernization of the LPR-1 rangefinder. Provides for equipping the rangefinder with a digital compass and a data transmission unit for integration into a unified battle management information system. Completion of testing is scheduled for July 2015.
13.Combat vehicles commander’s sight (TCN).Modernization of night vision devices (NVD) for armored vehicles. Increasing the detection range of objects (targets) – more than 1500 m. The device does not require backlighting and automatically adjusts the brightness, which allows the use of CNVs during combat operations. Can also be used in daylight. 30% cheaper than analogues.
14.Pilot pre-flight tactical training class.Created on the basis of a modern computer simulation system. Designed for tactical training of pilots, developing joint piloting and group flight skills, improving pre-flight tactical training, practicing group combat interaction skills, practicing interaction between various aviation units and ground forces aviation units. Suitable for use in all military flight units and educational institutions. The manufactured pilot sample was transferred for trial operation. The time frame for completing full development and receiving the required set of documents is 3 months. Delivery time – 4 weeks.
15. Interactive laser complex for shooting trainingDesigned for initial shooting training, practicing stance, breathing, holding a weapon, aiming and triggering, as well as in-depth training in shooting at moving targets and transferring fire, conducting individual shooting training and competitions between several participants. Allows you to simulate shooting at 50, 100, 200, 300 and 500 m for premises of limited area, ballistic trajectories of a shot taking into account distance, wind force, air temperature. Provides training in various positions and during movement.
16. Attachments for small arms:
- Forend with the ability to install a GP-25 under-barrel grenade launcher. Designed for installation of collimator sights, bipods, fire control handles, tactical flashlights and laser target designators on AK and AKM series assault rifles. PICATINNY trim system (MIL-STD 1913).
- Telescopic complex buttstock for AKM and AK-47 assault rifles. Designed to adjust the length of the stock taking into account individual body features, shooting position or equipment. Regulation does not require any tools.
- Pistol grip. It is intended to replace the standard pistol grip of AK series assault rifles, since it is significantly superior to it in ergonomics: the shooter’s hand occupies a more natural position, the grip has become more comfortable, and the index finger rests on the trigger with the first phalanx (an important element of accurate shooting). There is a cavity inside the handle for storing batteries, cleaning supplies, etc.
- Fire shift handle. Provides a new type of fire control with the possibility of transformation – from vertical to lateral. Does not interfere with changing magazines (problem in the AKM and AK-47 series). The parts are made by injection molding from high-strength polyamide (Switzerland).
17.Closed-type tactical glassesdesigned specifically for military and special forces units. The lenses are made from polycarbonate. The glasses are compatible with ESS glasses, including lenses.
18. Automated operational (combat) control systemIt is an analogue of the Western C4ISR system, which covers and connects the following functions: command and control (Command), control (Control), communications (Communications), computers (Computers), strategic (Intelligence) and tactical (Reconnaissance) reconnaissance, surveillance (Surveillance). The system provides effective, fast, sustainable, covert, operational combat control of troops in peacetime and during special periods based on the use of modern information technologies and communication systems. Today, the main system-technical solutions have been developed for the construction of an automated operational (combat) control system for the tactical echelon of the Ukrainian Armed Forces, and individual C4ISR elements have been developed (with transfer to the troops). Implementation period – up to 1.5-2 years from the start of financing, pilot project – 6 months.
19. Automated resource management system (based on SAP Defense).An integrated military resource management platform based on a well-known software product in Europe and the world, fully interoperable with NATO (the SAP Defense solution is used by 19 out of 28 NATO countries, 170 military clients in the Americas, 70 in Europe, the Middle East and Africa, 15 military clients in Asia and the Pacific). The system includes automation at various levels of management processes for defense planning, military logistics, technical maintenance and repair of equipment, procurement, personnel management, etc.
20. Satellite image serviceDesigned for requesting and receiving Earth remote sensing data (from a constellation of commercial satellites). It consists of two stages: the first – 2015-2016 (receiving data through a virtual (web) operations center deployed in Ukraine), the second – 2017-2018 (deployment of an operations center with appropriate equipment in Ukraine).
21. 3D mine detector A portable device that allows you to detect and identify mines and other explosive devices underground (behind an obstacle). Thanks to 3D technology, the mine detector is capable of not only detecting, but also identifying the configuration of an explosive device within a radius of more than 3 m (from both horizontal and vertical surfaces), which allows you to quickly respond to danger and make a decision about the possibility of clearing an object.
22. Analytical data encryption platform A universal system that guarantees and constantly protects data in real time. Applies at the user interface level. Provides secure storage of user data in cloud services, computers and mobile devices. Today, the main solutions for user interaction with the SalesForce cloud service for storing/requesting encrypted data in real time have been processed. Implementation period is 10 months from the start of financing.
23. Field router for tactical control level with support for VoIP telephony (TK TYPE-1).Designed to provide open telephone communications and data transmission at checkpoints and platoon (company) strongholds. It is considered a complete telecommunications device. Connection of checkpoints, company (platoon) strong points to the information and telecommunications network of the Armed Forces of Ukraine is carried out through Ethernet traffic transmission channels using MPLS public telecommunications network and special-purpose telecommunications network, via digital wire, radio relay (tropospheric) communication lines, satellite system communications, radio networks with data transmission and networks of telecommunications operators, with masking of the transmission of open information according to RFC 4301-4309 standards, with a masking key of at least 256 bits and a channel capacity for transmitting masked information of at least 2 Mbit/s, with the provision of open telephone services and data transfer.
24.Central telecommunications kit (container version) (CTK TYPE-3).Designed for switching data transmission streams of communication centers of the control point of tactical, operational, operational-strategic and strategic control levels, providing support to point officials management of open telephone communication and open data transmission services, as well as provision of telecommunication resources to special communication networks. Connection of control points of tactical, operational, operational-strategic and strategic control levels in the information and telecommunications network of the Armed Forces of Ukraine is carried out through Ethernet traffic transmission channels using MPLS public telecommunications network and special-purpose telecommunications network, via digital wired, radio relay (tropospheric) communication lines, satellite communication systems, radio networks with data transmission and networks of telecommunications operators, with masking of the transmission of open information according to RFC 4301-4309, 5764 standards.

1. Dressing materialsDressing materials based on radiation cross-linked hydrogels, intended for the treatment of wounds and burns. The dressings instantly relieve pain, clean the wound, absorbing various secretions from it, and do not allow bacteria to pass through. Their main difference from foreign analogues is the ability to pass water (and therefore medicines) through them. They are transparent (the ability to control the wound without looking under the bandage) and do not stick to the wound (painless, non-traumatic removal).
2.Group of chemical hemostatic agents “KROVOSPAS.”A group (more than 30 types) of chemical hemostatic agents (bandages, napkins, tampons, sponges) designed to quickly stop massive (critical) bleeding. KROVOSPAS products have significant advantages over the well-known hemostatic agent CELOX (UK) and, in some respects, are superior to the best third-generation field bandage QuikClot Combat (USA), which is in service with the US Army. Can be used to complete the first aid kit of each fighter, the first aid kit of field medics and vehicles.
3. Calcium phosphate ceramics.An artificial analogue of the mineral component of bone tissue. Gradually dissolving in the biological environment, it is replaced by a full-fledged regenerate or forms direct contact with bone tissue. There is practically a process of “welding” the bones. The peculiarity of such a connection is precisely the implantation of materials into bone tissue, the ability of its germination by vessels and bone cells. Possibility of using the material: craniomaxillofacial surgery, dentistry, periodontology, orthopedics, traumatology, oncology, ophthalmology, endocrine surgery.
