MNP service in Ukraine will get new rules. Three changes are expected

The National Commission, which carries out state regulation in the spheres of electronic communications, radio frequency spectrum and the provision of postal services (NKEK), proposes to make some changes to the Procedure for providing a mobile number portability service (Mobile Number Portability, MNP). NKEK approved three changes to the Procedure for providing number porting services.
MNP is a service that allows subscribers to save their mobile number when changing the operator, ensuring the preservation of all characteristics. This service allows users to switch to other operators without losing their number.
According to NKEK, since the launch of the MNP service on May 1, 2019, Ukrainian subscribers used the opportunity to transfer about 145 thousand numbers.
We tried to translate the office letter into human language:
- prohibition of restrictions on receiving number porting services by subscribers. Including by providing any additional services that change, complicate or make it impossible for the subscriber to receive the service;
- shortening the call message to the ported number. Now there will only be a sound signal (sumer). There will be no voice message that the subscriber is calling a number transferred to another operator’s network;
- granting NKEK the right to make operational decisions regarding suspension of MNP service provision in case of cyber-attacks, accidents.
