Resolutions No. 51 and No. 53 recently adopted by the Cabinet of Ministers of Ukraine expand the list of dual-use goods that cannot be pawned. This list now includes products such as drones and thermal cameras. This means that from May 4, they can no longer be used as collateral in pawn shops and similar institutions.

Additionally, Decree No. 234/2024 “On countering the negative consequences of gambling on the Internet” introduces a temporary ban on access to gambling for military personnel during martial law. These measures are taken to minimize risks and increase control over the use of certain technologies and services in emergency conditions.
