Cloudflare takes a step toward an autonomous AI-agent economy

Cloudflare has introduced new infrastructure for agentic AI, announcing the cloudflare.pay identifier system and programmable digital wallets. The solution allows AI agents to autonomously pay for APIs, data, and online services while staying within limits defined by their owners.
Identifiers and Wallets for AI
The cloudflare.pay system acts much like DNS: it maps human-readable identifiers (e.g., research.example.cloudflare.pay) to an agent’s cryptographic key. This allows service providers to identify which organization a bot represents. Using such a “passport” is optional; an agent can remain anonymous if the vendor allows access to unverified buyers.
The Cloudflare Wallets architecture features two layers:
- Account Wallet: The primary wallet controlled by a person or organization.
- Virtual Wallets: Virtual wallets managed via API keys, which are delegated to specific AI agents.
Key Features and Operations
Owners can set flexible controls, including total spending caps, per-transaction limits, and “allowlists” of trusted vendors. When funds are depleted, agents can request additional financing or approval for specific operations from their operators. Transactions are facilitated using stablecoins and the x402 protocol, which enables micro-payments directly within web requests. This eliminates the need for separate site registrations and enables seamless purchasing of MCP tools or data fragments for mere cents.
Launch Status and Future Outlook
At this stage, users can reserve cloudflare.pay addresses. Full wallet functionality will be implemented at a later date, though the company has not provided a specific timeline. Stephanie Cohen, Cloudflare’s Chief Strategy Officer, notes that current internet infrastructure requires adaptation for agentic commerce. Today, bots account for roughly 57% of traffic on Cloudflare’s network, and the company has already introduced Pay per Crawl, allowing sites to charge for content access.
Cloudflare’s new platform looks toward a future where AI agents interact with and pay for digital services independently. While the project is in its early stages, it demonstrates how internet infrastructure may evolve for the era of autonomous intelligent systems.
