A new era of employment: the state launches the Obryi system

Ukraine is preparing for one of the largest labor market reforms in recent years. The Ministry of Economy, Environment and Agriculture, together with the Ministry of Digital Transformation, presented the project of the digital platform “Obriy” — a large-scale information and analytical system that should combine data on population employment, vacancies, professional training and state support programs.
The new platform will become the basis for the modernization of the entire employment system in the country and will allow the state not only to fight unemployment more effectively, but also to solve the problem of an acute shortage of personnel, which many sectors of the economy are facing today.
The state creates a single digital map of the labor market
Unlike existing job search services, Obryi is designed as a comprehensive ecosystem that will analyze the labor market in real time. The system will combine information from various state registers and will allow forming a complete picture of population employment.
Developers pay special attention to categories of economically inactive citizens. According to the government’s estimates, there are millions of people in Ukraine today who, for various reasons, remain outside the labor market. Among them are veterans, internally displaced persons, people with disabilities, citizens over the age of 50, young people without work experience, as well as parents raising children.
The main task of the project is to identify existing barriers to employment and propose mechanisms for their elimination with the help of digital tools and targeted support programs.
The first services will appear in the coming months
At the initial stage, two key services will be available to users, which will be integrated with the Diya ecosystem.
Grants for training and retraining
The first tool will be the professional development funding program. Users will be able to receive state support for mastering in-demand specialties, advanced training, or official confirmation of professional skills.
It is assumed that such a measure will make it possible to quickly adapt specialists to the current requests of employers and reduce the personnel deficit in the most demanded sectors of the economy.
Remote dismissal for workers in the occupied territories
The second service is aimed at citizens who formally continue to be considered employees of enterprises located in temporarily occupied territories.
Today, such a situation often becomes an obstacle to official employment and receiving social benefits. The new mechanism will allow the termination of employment relations remotely through a digital application without the need to go to court, as is often the case now.
Artificial intelligence will take care of job selection
Full deployment of the platform is planned for 2026-2027. In the future, the functionality of the system will be significantly expanded.
Among the planned possibilities:
- creating a single register of the working population;
- electronic employment without paper document circulation;
- automatic selection of vacancies based on artificial intelligence;
- recommendations regarding training and changing professions;
- digital registration of the unemployed;
- registration of unemployment benefits online;
- personalized support for citizens looking for work.
The use of data analysis technologies will allow taking into account a person’s professional experience, level of education, region of residence, skills and needs of employers. Based on this information, the system will be able to offer the most suitable vacancies or educational programs.
How Obryi can change the labor market of Ukraine
The launch of the new platform is taking place against the background of serious structural changes in the country’s economy. Many enterprises experience a shortage of specialists, while a significant part of the population remains out of formal employment.
The authorities expect that digitalization of processes will help to reduce this gap. Thanks to the centralized collection of data, the state will be able to more accurately forecast the personnel needs of various industries, and employers will receive more effective tools for finding employees.
In addition, the system will allow to respond more quickly to changes in the economy and adjust personnel training programs to the real needs of business.
From digital services to a full employment ecosystem
The developers consider Obryi not as a separate job search service, but as the basis of a new model of interaction between the state, employers and citizens.
In the future, the platform should accompany a person throughout the entire professional path — from choosing a specialty and training to employment, professional development and obtaining state support in case of job loss.
If the project is implemented in full, Ukraine can get one of the most technologically advanced digital employment management systems in the region, where most procedures related to work and career development will be available online through a single digital space.
