Telegram will be banned in Britain

Telegram has come under heightened scrutiny from the UK regulator Ofcom, which has initiated enforcement action following the discovery of material allegedly linked to the sexual exploitation of minors on the platform.

Reason for the probe: suspected distribution of illegal content

The investigation is being conducted under the UK Online Safety Act. Its purpose is to determine whether Telegram complies with its obligations to prevent the distribution of child sexual abuse material (CSAM) and how effectively it combats such content.

The regulator is also reviewing specific chat groups, including Teen Chat and Chat Avenue, to assess whether they provide adequate safeguards for minors against potential threats.

Trigger for the investigation

The case was prompted by information provided by the Canadian Centre for Child Protection, which reported possible circulation of sexually explicit content involving minors on Telegram. Following this, Ofcom opened a formal investigation and involved law enforcement agencies.

Legal requirements

Under the Online Safety Act, digital platforms are required not only to respond to violations but also to implement preventive systems that reduce the risk of illegal content being created or shared.

The regulator emphasizes that platforms are responsible for effective moderation and the protection of users, particularly minors.

Potential penalties

If violations are confirmed, Telegram may be ordered to implement specific corrective measures.

In addition, significant financial penalties may be imposed:

  • up to $24.34 million, or
  • up to 10% of global annual revenue, whichever is higher.

If the company fails to comply, Ofcom may seek a court order to restrict or fully block the messenger in the United Kingdom.

Tightening regulation of digital platforms

The situation reflects a broader trend of increasing regulatory pressure on digital services across Europe. Messaging platforms are increasingly viewed not only as technology products but also as critical infrastructure responsible for user safety.
